How it reaches the size
File size depends on how detailed the picture is and how big it is. The tool saves your photo as a JPG and searches for the highest quality that still fits under the limit, so the picture looks as good as possible at that size.
If even the lowest quality is too big, as with a large camera photo, the picture is made smaller until it fits, using a high-quality Lanczos filter. If you need to keep the pixel size, untick Make the picture smaller if it has to be, and the tool will say when the limit can't be reached.
Tips
Photos with large smooth areas, such as portraits and skies, compress better than busy ones. For PNG screenshots with text, resizing often saves more than lowering the quality. To change the size without a limit, use resize image, and for plain compression see the image compressor.

Will the quality drop a lot?
The tool picks the highest quality that fits, so the loss is as small as it can be for that size. A big camera photo needs more reduction than a small web picture.

Only when it can. If the photo is too detailed to fit at full size, the tool makes it smaller by the least amount needed. Untick the option to keep the dimensions and see whether the limit can be reached.
Which format is the result?
JPG. It is the only common format where quality, and so file size, can be tuned precisely. PNG and WebP here are lossless and can't be tuned to a set size.
